The Management team for the facility consists of, Jerry Fabian, Business Manager and Steven Nugent, Operations Manager. They have extensive experience in the solid waste industry.

Mr. Fabian is a native of St. Louis, Missouri and has over 35 years of experience in the paint and coatings industry. Mr. Fabian has a Masters Degree in Business Administration from Washington University in St. Louis. He joined EMCO in October, 1998.

Mr. Nugent served as the Operations Manager of the Detrex RCRA Part B Facility in Melrose Park, Illinois from 1991 through 1994. Mr. Nugent oversaw the storage, processing and treatment of waste at the Detrex Facility on a day-to-day basis. Mr. Nugent was responsible for ensuring that the Detrex Facility operated in compliance with federal and state hazardous waste and special waste regulations. In addition, he was responsible for compliance with the Department of Transportation regulations. He joined EMCO in 1992. Mr. Nugent has received extensive training including, Community Right to Know, HazMat, HM-181 and HM-126-F. Mr. Nugent has received additional training including, Confined Space, Lockout and Tag out, Fire Extinguishers, Proper Fork Lifting Methods and Respiratory Protection.

The facility Chemist is Matthew Simmons. He holds a Bachelor of Science in Biology and has been active in the waste industry since 1996.

The personnel requirements for the EMCO transfer Facility are as follows:

Operations Manager

The Operations Manager is responsible for supervising all operations and maintenance staff. The Operations Manager is responsible for maintenance of the operating license and permits, coordination of emergency response, maintenance of employee records, coordination of personnel training, and ensuring that all personnel are familiarized with emergency response procedures.

Chemist

The Chemist is responsible for collecting samples from drummed materials and executing verification testing necessary for storage and consolidation. The Chemist also maintains a log of any analyses performed by EMCO on the waste materials. The Chemist has responsibility for administering the Facility's safety and training program. The Chemist is also responsible for the calibration of all laboratory equipment.

Equipment Operators

Equipment Operators (e.g., forklift operators) are responsible for the movement of drummed materials from trucks to storage areas and from storage areas to the loading areas.

Warehouse Persons

The warehouse persons are responsible for checking incoming waste shipment documents, preparing outgoing waste shipment paperwork, tracking locations of drummed waste, and filing of waste characterization and shipping documents.
