The Facility is located in Kenosha, Wisconsin, approximately 50 miles North of Chicago, Illinois and 25 miles South of Milwaukee, Wisconsin.
This site location corresponds to the SE ¼ of the NE ¼ of Section 32, T2N, R22E, Pleasant Prairie Township, Kenosha County, Wisconsin.
The Facility is accessible via Interstate 94 to exit 50 or 158, two miles east to Highway H. From 50, Highway H North to 58th Place. From 158, Highway H South to 58th Place.
The Facility is located in the Business Park of Kenosha. The Business Park of Kenosha is a 140-acre business park developed by WisPark, LLC in the 1990's. WisPark, LLC is a real estate development company offering real estate development services to industrial and office space users. WisPark, LLC is a wholly owned subsidiary of Wisconsin Energy Corporation, an $8 billion holding company headquartered in Milwaukee, Wisconsin. WisPark, LLC currently has twelve (12) business parks in the greater Milwaukee, Chicago and Minneapolis metropolitan area.
The Facility is leased by EMCO. The term of the Lease is 5 years. The Lease, through M&E Riley LLC, includes options for renewal.
The legal owner of the Facility is M&E Riley, LLC.
Overview of Facility Design
The Facility is designed to accomplish the efficient and economic storage and transfer of non-hazardous waste. Public safety and protection of the environment was, however, the primary objective of the Facility's design. Some of the key elements of the Facility design are described below.

Inspections
The Operations Manager conducts daily inspections of the Facility. The Operations Manager maintains a record of all inspections, results of such inspections and any corrective actions or repairs.
All storage areas are inspected daily for leaking containers. These daily inspections do not involve moving drums. The presence of any liquid in the containment area is treated as a spill or a leaking container. Over packs for drums are kept onsite to hold leaking drums.
Fire Suppression System
The suppression system for the entire facility was designed and installed by Design-Build Fire Protection, Inc. The system has been design and fabricated to meet the requirements of NFPA 13. The system is fed by a 4 inch main (inside). In the event of a fire the system will dispense 249 gallons per minute over a 2,000 square foot area. The system is a wet pipe system and is without freeze protection.
Wall mounted fire extinguishers are located throughout the Facility. A foam cart located between the dock and sampling areas.
Security
The Facility is equipped with an emergency alarm system.
Geographic Locale
Bureau of Endangered Resources - The Natural Heritage Inventory (NHI) data files contain no occurrence records of Endangered, Threatened or Special Concern species, natural communities, or State Natural Areas that would be impacted by the project as currently proposed, nor for the actual project areas in T2N R22E Section 32, SE ¼., NE ¼ of Kenosha County.
DNR Archaeologist - Checked State Historical Society records, and have determined that no archaeological sites or historic structures have been reported at the location of the proposed EMCO Chemical Solid Waste Transfer Facility in Kenosha County (T2n, R22E, sec32, NE ¼ of SE ¼). While unreported sites may exist, no further review is needed for compliance with s. 44.40 Wis. Stats.
National Wetlands Inventory maps for the area show that there are no wetlands on the property.
The facility is located in an area reserved for areas that are outside the 500-year floodplain.
